sir,
I am commanded by the Army Council to forward, for the information of Mr. Secretary Harcourt, copies of telegrams which have passed between the War Office and the General
Officer Commanding, South China, regarding enlistments in
the Colony for the Regular Army.
While fully appreciating the patriotic spirit
which has prompted this offer, the Council regret that they
are unable to accept the men in question unless they are
prepared to pay their own passages, and that even if they
do come home at their own expense, their acceptance in any
Corps other than Infantry cannot be guaranteed.
I am to ask that Mr. Secretary Harcourt will be good enough to inform the Governor of Hong Kong of this decision and instruct him to inform the General Officer
Commanding accordingly.
